i used to work at a newspaper, and i mean, the copy editors SEE what ads are going where as they place everything together before print, and then at least one other editor goes over it after that. I don't...understand how someone could see the final layout and not think "oh hey! maybe we should move things around and put a car ad on that page instead."

copy editing teamwork fail :/

Depends on the paper. At ours, ad spaces are blanked out and usually just have the name of the company. This one would have said "ASDA 071 072 073." It should have been caught after first edition, but how much staff does the paper have left?

Ad placement aside, the phrasing makes it sound like 1 in every 4 women is being beaten by random multiple husbands, perhaps roving gangs of husbands.
